Using the local system date format is definitely an option.  However,  it does not 
take account of the possibility that one is maintaining a server in (say) the UK and 
having users based in (say) Denmark.  OK,  one could cater for that...  but what about 
when one has users in UK *and* Denmark?  They each have their own display 
requirements.  And of course,  there's also the issue of conveying timezone info...  
the user in Denmark is in a different timezone to the user in the UK.  A timestamp 
like "08:00" is not the same thing for both users, unless timezone differences are 
taken into account.
