Dell is shipping new laptops with the DPI setting set to 128DPI. I had to change it to 96DPI then restart. I have also seen this cause gifs and other images in IE look very blocky even at high res. Here are the instructions:
Problem Images in Internet Explorer or other applications may appear fuzzy or may be of poor quality. Discussion This can be an out-of-box issue and has been seen on the Latitude D800 and Inspiron 8500. The difficulty is caused by the DPI setting in Advanced Display Properties being set to 120 when it is shipped from the factory. You may also notice the problem if the operating system has been reinstalled. Solution To resolve this issue, change the DPI setting to 96. To do so, perform the following steps: Right-click an open area of the desktop and click Properties. The Display Properties window appears. Click the Settings tab. Click the Advanced button. On the General Tab, click the down arrow to change the DPI setting to 96. Click OK, and then restart the computer for the changes to take effect. After lowering the DPI setting, you may wish to increase the size of your icons for better visibility. To increase icon size, perform the following steps: Right-click an open area of the desktop and click Properties. The Display Properties window appears. Click the Appearance tab. Under Font size, click the down arrow to change the font size to large or extra-large. Click the Effects button. The Effects window appears. Click to put a checkmark next to Use Large Icons. This is a user who is accessing the web interface.
