Ok, but what i was trying to do is manually trigger the notification.  
I suppose you could rig up setting up a new notification, then do a
NOTIFICATION_SET NAME CURRENT_TIME or whatever, then delete the new
notification, but I was looking for something a little cleaner, like
just using .asp code to run the application within the page.  If anyone
has done anything like that I mean...

Yes it will.  Look in the notifications library under programs.
