If the CSU has a LAN connection, you could set it up to send traps to WUG and trigger an alert for certain events, or trigger alerts from the router if the serial interface goes down.
Further, if you have MIBs for the CSU you can monitor it using SNMP and trigger an alert according to the condition/state you desire.
