If you are using version 8 simply go to the map select all items and then go to 
properties. There you can set the alerts all at once.

I would suggest looking at writing a custom asp page to do this.  I don't know if 
Ipswitch gave us all the alert tags.  Like send up alerts and so on.  If you haven't 
written WUG asp before and this is a one time only thing then it may be faster by hand.
