I have been using the dependency settings in asp. I have not made my own, I just use the default one. I would suggest checking out what Ipswitch did on the devicesave.asp

So I would create one for every device on all loaded maps. Is that closer to the right number? If that is the case, the issue may be in your if statement. I would start by removing the device list. Then replacing deviceset with %MAP% NAME. That way you can see how many it wants to create and on what map.
