For what product, Gold or Pro? I'm guessing you mean Pro...   First web settings for users can only be performed from the web interface. Login as admin, p/w of admin (do not use host of 127.0.0.1 or localhost!). Click Configure tab and from there you can add users and set permissions (you may want to change the admin password while you are here!).
