I've created WUG icons from Visio with a different approach. I use a little utility called 'pic2ico.exe'. First I open the visio template, then hit 'Print Screen' to do a screen capture and save it to a file via paint. Then run pic2ico and load the jpeg/bmp/gif/etc... And move the box around to select the area to save as an .ico file. I've done this for some cisco icons, firewall icons, ups icons, etc... It's been a while since I've used it, if I find the app I can email it.
