1. Yes you can. You need to set up the custom configuration within WUG for the process you want to monitor within the event logs and services first, then you can apply them to the object beoing monitored. Check here for basic proceedure (there are some caviates not mentions like the account WUG uses to log on to the server being moniotored, must have Administrator rights). Tech Support can help you out if you run into any problems getting it configured and working.
2. Same basic concept (a custom monitor must first be created for use at a global level). The WEB interface is good for only adding pre-defined service checks to the monitored device. Using eventwin on the Windows server, you need it setup to send traps based on event id 644. Then you need to have WUP set up to listen for that trap from the server and notify on it. I send an email out to the admins using the following layout. Subject: User Account locked out on %Device.HostName.
