WU checks its list of Device Types during a Discovery to see if it can make a match. If identified as that device type, then all the monitors/actions/policies/etc assigned to the device type will be used on this new device. Make a new Device Type and assign the icon you want, a unique SNMP OID (to better identify this device), active and passive monitors, etc. You would still need to use Bulk change to modify existing devices (unless you delete them and discover again).
 
If you know SQL databases, it is possible to add devices and set their configurations directly in the database.

i know that you can add devices with "Discover Devices" from an import files, this file must be like the host file of Windows!

You cannot setup Active Monitors, Actions etc...but after your added them to the database, you can do Bulk Change to modify the devices!

Is there a way to import a list of hosts with there setting preset?
Things like host name, IP address, Device Type, Active Monitors, and
Actions.

I have a bunch of sites that I need to add and creating them one at a
time is very tedious
