Well, 'Bulk Field Changes' is what I would suggest whenever you want to do something on multiple devices. When I did, there is a way to add or remove monitors, but not the action for the monitor. BFC does allow for add/remove of Action policies, but I believe that applies to the device level, not the monitor level actions. The only other way that would work would be an SQL script to make the changes. Sorry, I'm no SQL guru, and cannot help there.
