There is a parsing requirement in WF2[1] I believe is incorrect:
For textarea elements containing tags in HTML
The tags should be parsed as character data, but entities and
comments should be recognised and handled correctly.
AFAICT browsers parse comments as character data too (ignoring the weird
"pseudo-comment" parsing).
