This was an oversight. Fixed.

The entire text shouldn't have been removed. Empty attributes still need a space after them if they are followed by another attribute. Sorry for being unclear.

It should say:

  If an attribute using the empty attribute syntax is to be
  followed by another attribute then there must be a space
  character separating the two.
