It's not up to a specification to specify a conformance requirement stating which implementations can be used, nor mandating particular implementation details.
String concatenation is just an implementation detail. It's not a good idea to use it for processing the markup and the technique is prone to bugs, but that's up to the implementer. Besides, it actually has to happen somewhere in the program, or it wouldn't be able to output anything. But such things belong in an isolated serialiser, not scattered throughout the code.
A specification cannot refer to something as volatile as a wiki page.
