It's undefined in XHTML2 how to generate the document outline. What happens when you mix <h1>-<h6> with <section>s? What happens when you have multiple headings in the same section? What happens when you "skip" heading levels? etc.

When they define that for XHTML2 the result might be more similar to HTML5.
