QuickTime let's authors define points in a .mov container as "chapters",
which, in the cotext of the Web, could function as named anchors I'd think. I
believe this is in fact already possible today with QT authored movies.
The Annodex file format
(http://annodex.net/TR/draft-pfeiffer-annodex-02.txt), in conjunction
with the CMML XML format
(http://annodex.net/TR/draft-pfeiffer-cmml-03.txt) is providing a
named anchors functionality for Ogg Theora files.
