Why does <tbody> require one or more <tr> elements, as opposed to zero or more?http://www.whatwg.org/demos/repeat-01/ has an empty <tbody> if you click Remove.
Also... since tables are allowed to have <tr>s as direct children of <table>, if <tbody> is allowed to be empty then presumably <table> should be allowed to contain no <tbody> and no <tr> elements.
