How often do we see something like:

        <p>Animals:</p>
        <ul>
          <li>Cat</li>
          <li>Dog</li>
          <li>Horse</li>
          <li>Cow</li>
        </ul>

This would be more meaningful as:

        <ul caption="Animals">
          <li>Cat</li>
          <li>Dog</li>
          <li>Horse</li>
          <li>Cow</li>
        </ul>

There could also be a summary attribute, as with tables.
