I'm more against allowing "javascript:" URIs in the HTML source, they should only be allowed via JS DOM operations to reinforce progressive enhancement practice.
While it would be nice if HTML documents didn't contain javascript: URIs, in practice they already do, and we'd gain nothing by declaring this illegal.
