You're exaggerating, you are. If Web developers read the specification (or any specification, for that matter), the Web would not look like it does. But they do not; the prefer Dreamweaver, and whatever you have got.
Hopefully the specification will be used as basis for many tutorials, books, and tools, so this suggestion may indirectly have very wide influence.
