This is put in the section that starts with
9.2.8 An introduction to error handling in the parser
This section is non-normative.
This section examines some erroneous markup and discusses how the HTML
parser handles these cases.
But it doesn't discuss error handling, just a weird case. Maybe the
section title should say "error handling and edge cases" or something.
