If the cost of changing the browsers is equal, why pick the worse
behavior to standardize on? Why not pick the behavior that makes the
most sense?

The only reason seems to be to ensure compatibility with software that
was designed to work only in certain web browsers, and choosing to
make everyone cater to this poorly designed software, which has been
disappearing because of its compatibility problems, is a poor design
decision.
