[whatwg] Any update on adding action and origin in regards to registerProtocolHandler and postMessage

In reviewing Tyler Close's work, I agree with his approach. I didn't see 
much discussion around his proposal. The only replies agreed with the 
approach AFAICT.

These changes seem incremental and add a more secure away to use 
registerProtocolHandler with postMessage.
