Yeah, that makes sense.  I'm not sure whether we need to have the

I'm not 100% up to date with specific vocabulary regarding origins&DOM,
so I'm don't know if "internal" already has another meaning or could be
interpreted in another way in this context.

It also seems plausible to want fragment-less URL for same-origin requests and origin-only URL for cross-origin requests.
