Relatedly, there was a suggestion filed on the spec once to introduce an <input> type that allowed users to enter date/time data where they could fill in either YYYY, YYYY-MM, YYYY-MM-DD, etc: https://www.w3.org/Bugs/Public/show_bug.cgi?id=15114 This is not quite the same, but worth considering as well.
