[whatwg] EventSource and data URLs

Currently Chrome supports data URLs inside EventSource whereas in
Firefox EventSource is restricted to http/https URLs:

  https://bugzilla.mozilla.org/show_bug.cgi?id=1156137

What's the convergence we want here?
