this patch adds support for running a RAT report: "mvn apache-rat:check". First
you must install apache RAT from trunk (0.7-SNAPSHOT) to enable this plugin. at
some point we might make it part of the build, but for now I think leaving it
as a separate command is best (run at user discretion)
