Unify ClusterSpec and ServiceSpec

The boundary between the two is not clear. Currently the ServiceSpec has
details of the cloud provider, as well as the name, which is used by the
ServiceFactory to determine the service to use. ClusterSpec is used to say how
many instances in each role should be started (as well as for setting cluster
configuration, although that has not yet been implemented).
