Imho the problem is that even if you do it, you'll only have the children components on the nearest level initialized (not the entire hierarchy). To be able to visit the components and add behaviors to all of them, we would imho need to make the initialization two step. (Which would need an extra traversal). Also if we do this, then we would basically allow a child component to add a component to parent component in onBeforeRender.
