how can we expect from our users that help use with a manual (the wiki site) to also sign an ICLA? that would be a road block for users to do it. Or do you mean they just need to select "i agree" on one page and be done with it?

However, I find that puzzling as there is no ICLA requirement for creating a JIRA and/or confluence account. Ideas?
