1. Inform the Incubator PMC (via the general@ list) that we will be
doing this, and that this will be the last release outside the

Who will notify the general@ list? I, you or the PPMC?

2. Put a notice file in as you have suggested noting that this release
is not endorsed by the ASF
It might make sense to include the text of the notice in the general@ email.

Can we create one here? Let's see...

NOTICE.txt

DISCLAIMER
This release is not endorsed nor approved by the Apache Software
Foundation. The release is provided solely as a service to existing
Wicket users to resolve existing bugs in the Wicket product.

The current disclaimer, as required per Incubator policy:
---------------------------------
Wicket is an effort undergoing incubation at the Apache Software
Foundation (ASF), sponsored by the incubator PMC.

Incubation is required of all newly accepted projects until a further
review indicates that the infrastructure, communications, and decision
making process have stabilized in a manner consistent with other
successful ASF projects. While incubation status is not necessarily a
reflection of the completeness or stability of the code, it does
indicate that the project has yet to be fully endorsed by the ASF.

-----------------------------------

I think we don't have to use that disclaimer because we are not even
attempting to get it endorsed/branded/affiliated by/with the Apache
Foundation, not even the Incubator.

I'm sure we'll get some flak and some people who disagree with what we
are doing. We are not asking for permission - we are telling them what
we are doing, and asking if anyone has any minor adjustments to how we
do it.

I just hope it won't negatively affect our path to graduation.

We can make the point that moving an existing community into incubation
takes time and doing this release is just one part of that process.

Yep. Existing communities have needs too :-)
