I've just taken a peek at the authorisation file for SVN, and it seems
that incubating projects do get write access to:
https://svn.apache.org/repos/asf/incubator/public/trunk
Check that out. Edit the file in site-author/projects.
Run build.sh or build.bat in the root. Then commit both the source and
generated files (generated ones in site-publish).
