I'm sure  that it fixes markup  reloading from sources, but  I let
"the experts" decide whether this is  the right fix.  IMO it makes
sense to  load a resource  from the application's  resource finder
first,  then from  the classpath,  the opposite  will never  allow
proper reloading from "src/main/resources".

Oh  and BTW,  I didn't  mean to  say that  the localizer  backport
broke the  tests, just  that this  change introduced  a regression
in  Wicket's  ability to  reload  markup  from the  user-specified
application's resource finder.
