Not sure if contrib is the right name though, as to me, that
suggests too much of a separation from the core. I'd tend towards a
'component' package, but that's just me!
I'd go for a seperate project. When the core stabilizes, changes to it should be minimal. On the other hand, the contrib package should be for very active development by hopefully more developpers than the current 'core' devs. I think some other projects, like Velocity, waited too long with this, while loads of good ideas were submitted on their mailing lists. The contribution project(s) IMHO should also be open for idea's that the core devs do not necesarily agree with totally, but that a set of people think is usefull.
That said, I also do not think that the core should be stripped from any high level component though. But I think that specific components like login panel should not be in there.
