Abdul, not sure I understand your question completely right, but I try to answer it. Wicket clearly separates the presentation (html) from the model (java). It separates it in a way that a designer (kind of artists) can create his html pages with the tool he likes most. This is because Wicket-html is fully HTML compliant; no non-html compliant tags or attributes or what so ever. Besides the designer may create his web pages completely independent from the programmer, which implements the model (java) and may be the business logic. Thus both, designer and programmer, may focus on what they can do best, without one waiting for the other.
I'm not sure I understand what you try to achieve with your template. Corporate standards with Wicket may be enforced by subclassing Page and all the other components. I hope this answers your question at least a little bit.
