I think we can't access the CVS server directly, but have to send a request to SF. Martijn did this several times. He's skiing right now, but I'd say please file a bug for this and assign it to him.

I did a clean checkout a while back and got the same problem. I am 99% sure the problem still exists on the server. You should be able to telnet into the CVS server and verify that both directories do in-fact exist. It is likely you don't get a big warning about it from your CVS client because the classic client does not care but I'm not using that client.
