Doing many maintenance releases for 1.1 is not my goal either. :-)
Critical bug fixes is something we always do, if one is found in 1.0 then we
will fix that. Same goes for 1.1
And to answer your question, yes, that could constitute a 1.2 release,
though I would like to see some more (major) features in it, i.e. portlet
support.
I'd rather have 1.2, 1.3, 1.4, 1.5, 1.6, etc. and finally 2.0 than 1.2 and
2.0 (not counting the x.y.z maintenance releases).

I think Spring has a good version numbering. And even if they are after quite a while just reaching
the version 1.3 they are not worried about it.
With TestNG, me and Cedric have used something similar with Spring versioning, but 1 level up: as
you describe (1.2, 1.3, 1.4 etc.).
As regards features per version: we are release very very soon: usually just 2-3 features per
version, so that we are able to have our users move along with us and also have continous feedback
from them.
IMO many users will be happy to see small releases so that they can follow along, use the new ones
and also not have to change a lot from their working application.

but then we do have to check for numbering
For example of the security is all in place and also the ognl replacement
is done
And maybe some fixes and other small features
The we could say ok lets'make a release
Would we call that 1.2?
It is possible but then i won't support 1.1 for very long (doing 1.1.1releases)
