Summary: Export Wicket validation as abstract reusable module

Initial Comment:
In the discussion on TSS on RIFE, it came up that we
ought to have more reusability in frameworks.  I do not
really think that is possible without OO programming. 
But we are leaders in that area.  We ought to consider
turning our validation package into a facade for a
reusable package that we could export to the world for
use in other OO frameworks (of any kind, not just web).
 I think we are not so terribly far from this mark as
we are already very OO in our converters package.  When
we resolve Eelco's request to fix the converters stuff
in 1.3, we should take a look at this issue and see if
we can't be leaders in framework reuse.
