Summary: review IResourceStreamLocator

Initial Comment:
The current locate method on IResourceStreamLocator:

IResourceStream locate(Class clazz, String path, String
style, Locale locale, String extension);

For 1.3 or 2.0 we should consider changing this method
to something more flexible.

Instead of the clazz parameter, which is used for it's
classloader, we could have another interface passed in,
with a default implementation that holds a classloader.
This will make another future change possible of
loading package resources without pre-registering. And
it will give us break out opportunities for things like
OSGi.

Furthermore, instead of having the whole bunch of path,
style, locale and extension, we could see whether it is
a good idea to wrap those parameters in a parameter object.
