Summary: Settings require cleanup.

Initial Comment:
The Settings class creates a new ModificationWatcher 
which is not removed/stopped when the 
WicketApplication is destroyed. This leaves a thread 
remaining in the JVM after the Servlet has been 
removed.

Solution; Introduce a destroy() method in Settings, 
which is called from Application.internalDestroy().
