This is a known issue. It is actually a bug in Java (I think it is in
the top 25 of bugs nowadays). You can find the discussions on the list
with respect to the bug.

Sad thing: it won't be fixed in mustang.

The only solution is to deploy your applications in 'deployment' mode,
or set the scanning frequency to a more relaxed time (like once a
day).
