In my application it was set to false by default.
I had to set it to true.
I will be checking if it works now.

BTW,
I have also checked my wicket1.2.jar file.
There is a file called cookies.js E:\projects\Deneb\webroot\WEB-INF\lib\wicket-1.2\wicket\markup\html
but no file called wicket-cookies.js in my jar file.
