I haven't read the spec. Could be it is illegal and that the space between UTF-8 and '?' is required according to the spec, but I don't know. As the test is about reading the parameter without any quotes, I think we can add the space without any problems. I haven't tested it with any browser either, so I don't know if it is accepted or not.
