Another alternativ is <wicket:link>, though the current version in CVS is flawed for none-html, but has already been fixed on my laptop. Wicket will than create the necessary Link components at runtime for you. So the css file and images remain in the directory of your java or html file, keeping previewability and <wicket:link> makes sure it is accessible at runtime as well.
