Even if the images are dynamically generated, couldn't we serialize the highest "path" value used on shutdown and reuse it on startup? Consider the following use-case:

- Images are dynamically generated from a DB
- Expiration headers are set to cache the images for one day on the client end
- Wicket's resource cache expiration is also set to one day

So ... while the images are dynamic, they are also cached (for a limited period of time). This use-case works fine if the server is never restarted. All we'd need is a simple fix to make it work across restarts.
