2. Do the constructor change in a seperate release (Wicket 1.3) and
put Java 5 in the next (Wicket 2.0)

I would like to see the constructor change as soon as possible, as it is a bit of a thorn in the paw when using wicket. Watching the cvs commits, the rate of development on wicket is impressive. I'm afraid once you guys get your hands on java 5, you won't be able to hold back on new features and the joint release will be a long time coming.
