dont know, if its the best way, but i set the locale in my session
constructor:
public MyWebSession(...) {
super(application, request);
if (!WebApp.SUPPORTEDLOCALES_LIST.contains(getLocale())) {
setLocale(WebApp.DEFAULT_LOCALE);
log.debug("Setting locale to " + getLocale());
}
}
