The current implementation in 1.3 trunk does setEscapeModelString(false) (see WicketMessageResolver(line 130)
I haven't yet understood why you want to add either the Label and/or the Link via the IComponentResolver? Why not make the Link a "std" component like <a wicket:id="myLink" href="#" onclick="popup();"> and use setVisible(boolean) to either switch it on or off depending the user status.
