Adding it to the README isn't good, because the README.txt is for local testing 
and setting the environment variable is only needed on the server.

We could deploy this on wl.widelands.org, set the environment variable, run 
update_help and unset the environment variable again. Doing so we have a 
updated encyclopedia on the main website.

I would then make another merge proposal for adding a Button to 
https://wl.widelands.org/encyclopedia/ which is shown only for admins. Clicking 
this Button would then run update_help,py and the other things for updating the 
help.
