the problem
(player->ai_data.remaining_buildings_size == 
player->ai_data.remaining_basic_buildings.size())
has nothing to do with buildings ai limit, it seems to be that in some point in 
the past the AI packet number was not changed, when it had to be.....
So it belongs to bug 1725724
